CITIZEN COMMISSIONS
Citizen Commission positions are recruited for annually and on an as-needed basis. Appointment terms extend until the end of January or when another appointment is made to that position, whichever occurs first.
Citizen Commission Member Requirements - Requirements of membership to all of the Council's Citizen Advisory Commissions are outlined in the Solana Beach Municipal Code (Title 2, Chapter 2.60, Section 2.60.005 General provisions) as well as Council Policy 5.

This five-member Commission provides input to Council regarding the City's operating budget. Members must be at least 18 years old, a city resident, and a property owner within the City of Solana Beach. Members serve at the pleasure of the appointing City Councilmember. Each position is a two-year term.
Meetings: Each Monday preceding the 2nd Council Meeting for the months of Feb, Mar, June, Aug, Nov at 6PM, unless there is no 2nd Council meeting and then it is scheduled for the Monday preceding the 1st Council Meeting of the month, unless otherwise posted. This Commission shall assist in implementing the Climate Action Plan, including updating the City's Greenhouse Emissions Inventory, setting reduction targets, implementing mitigation measures and performing periodic monitoring, verification and evaluations.
The Commission has seven appointed members (5 residents, 2 professionals) and two Councilmembers appointed by Council (or One Councilmember and One Other position, Resident or Professional, as determined by Council). Citizen members must be at least 18 years old and a city resident within the City of Solana Beach.

This seven-member Commission participates in reviewing certain matters regarding the City's parks, programs, and conducts certain City events. Members must be at least 18 years old and a city resident within the City of Solana Beach. All members are appointed by the Council At-Large. Each position is a two-year term.
This Commission also includes a Youth Advisory Group, with up to six members from local elementary, middle and high schools. Participants receive community service credit, and can help improve youth activities in Solana Beach. Find out more

This seven-member Commission is tasked with reviewing feasible solutions for development when an assessment request is filed and makes definitive decisions on projects utilizing the City's adopted guidelines and toolkit. Members must be at least 18 years old, a city resident, and property owner within the City of Solana Beach.
Five of the appointments serve at the pleasure of each individual Councilmember's nomination and two members are appointed by the Council At-Large. Each position is a two-year term.

The City Council appoints individuals to the Citizen Commissions in the following manner:
Appointments-General Protocol
Appointments will be made in accordance with municipal code requirements. For example, the municipal code may require that a Commission have five positions appointed by individual Councilmembers.
Appointments that are not outlined in the municipal code and are at-large appointment positions may be nominated by any Councilmember. In the event of multiple appointments, appointments may be divided among individual Councilmembers to share the appointment responsibilities. If the appointments are shared, it will be for that one time and will not be construed as official individual appointments that would carry forward.
The decision to proceed with an individual appointment alternative for at-large positions will be subject to majority vote of the City Council with such vote taking place at a regular City Council Meeting.
Application
All private citizens interested in serving on a Commission must complete and file with the City Clerk a Citizen Interest Form Application (see link at top of the page or contact the City Clerk Department).
Nomination
Councilmembers may nominate private citizens for appointment subject to ratification by a majority of the City Council. Such ratification shall take place at a regular City Council meeting and a duly docketed agenda item.
