LEGISLATIVE POLICY & COMMUNICATIONS

The City of Solana Beach adopts a Legislative Policy at the beginning of each legislative session to establish and formalize the City Council’s legislative priorities and focus areas. This policy conveys the Council’s direction on policy, projects, and budget issues to legislators, policymakers, and the public.

A legislative policy allows the City Manager to take responsive and direct action on behalf of the City. It also enables staff to monitor legislation, report significant developments to the City Council in a timely manner, and respond quickly to issues that may impact the City. The Legislative Policy also helps guide the development of the City's Work Plan and Annual Budget brought forward for City Council review and approval.

2025-2026 Legislative Policy

The 2025–2026 Legislative Policy was adopted on March 26, 2025 and outlines the five key areas of focus aimed at enhancing public safety, supporting sustainable community growth, promoting resident well-being, and ensuring efficient, accountable governance. They are intentionally broad to capture a range of related sub-topics that reflect the City’s values and long-term goals:

  • Affordable Housing and Livable Communities
  • Transportation and Mobility
  • Environmental Sustainability and Energy
  • Youth, Senior, and Community Well-Being
  • General Governance and Fiscal Responsibility
