Marine Safety Center Upgrade

The City of Solana Beach is in the design development phase for a new Marine Safety Center building that would replace the existing facility at the same general location at Fletcher Cove Park. This new, coastal serving public safety facility would provide much needed additional and more functional space for the City’s Marine Safety Department while respecting the current uses and functionality of Fletcher Cove Park and the public beach environment.

Marine Safety Center Proposed Design

At the January 24th City Council Meeting, the Council approved the latest proposed design for the Marine Safety Center at Fletcher Cove. Now that summer is over, story poles for the project were installed during the week of September 23rd.

To gather public feedback, story poles and artistic renderings of the proposed design have been placed at the current Lifeguard Station. These poles outline the footprint of the planned structure and mark the start of the view assessment process. The City is notifying all property owners and occupants within 300 feet of the project site with details on the process, timeline, and participation.

The City encourages anyone interested in this new public safety facility to visit the site, view the proposed design, and share feedback via email at pw-eng@cosb.org. Signs at Fletcher Cove display renderings of the new lifeguard station and headquarters.

Preliminary Design

After conducting a community workshop in 2019 and several follow-up City Council meetings, a preliminary design option has been developed. The proposed design takes advantage of the existing hillside on the south side of the existing facility where additional space would be accommodated while minimizing view impacts. The project specifics are:

  • A new, two-story Marine Safety Center Building in the same general location as the existing facility
  • 4,309 square foot - Marine Safety Center building is proposed to include 586 square feet of office, operation and observational public safety space and approximately 3,723 square feet of offices, locker rooms, break room, training room and interior parking/storage area for Marine Safety personnel, vehicles and equipment
  • The maximum building height of the proposed addition would be 24.4 feet above the proposed grade with the highest pole at 71.90 MSL

Frequently Asked Questions

What is the schedule for the project?

Project schedule is undetermined at this time. Since construction funding is not available currently, the City will not pursue a Development Review Permit or a Coastal Development Permit from the California Coastal Commission since there are time limits on those permits as to when construction must be completed.

Will there be another Community Workshop or Council Meeting to discuss this project?

Yes. Although nothing is scheduled at this time, the project will be presented to the community and the City Council in the future. City Staff will provide ample notifications via e-Blasts and Mayor’s announcements for any future public workshops or Council meetings regarding this project.

Previous Project Review by City Council

This project was brought before the City Council for review and comments on October 14, 2020. A copy of the presentation can be found below. Note that the design has been modified slightly since that meeting and a roof option has been chosen so the graphics in the presentation are not exactly as shown on this page.
